Make sure you have 230-240 volts at the motor ( in North America 240 single phase, 120 split phase are the norm, but 110,115, 220, 230 nomenclature has stuck around. ) 

Also make sure everything turns over easily.  The motor should mainly overcoming inertia of the tup, not fighting bad bearings.   Also make sure your pulley/sheave sizes are correct.  As I recall friction rises as the square of the velocity.
