Dave,
Before you try anything elaborate, expensive, or messy, try soaking one
hammer head in vinegar overnight. Be aware that the moment you remove the
cleaned metal from the vinegar, it will start to rust, so quickly rinse it
with water, maybe with a little baking soda in it. Then dry it (blot &
warm) and oil it or use whatever you wish to protect it from rusting.
If you don't like this technique, you're out only a couple bucks for
supplies.
Note that the iron acetate in solution might darken or stain the handle, if
that's attached. Probably no big deal.
