[TheForge] Scrolling Tongs from Tinsnips?

It seems to me that sometime in the last 22 years I saw instructions --
possibly even reprinted in the NJBA Newsletter -- on making scrolling tongs
from tinsnips.

Well, we need scrolling tongs for our six toolboxes.  I've picked up the
tongs at flea markets, and tried it out on one pair, but am not completely
satisfied with the result.

Does anyone know where to find instructions for this project?
