[TheForge] broken weld on mower deck

the left front scalp wheel on a kubota mower deck has broken the welds.
i have upload two photographs of the broken welds at:

birnbaum, my new linux laptop.

my concern is that when i bring the parts back together the remaining
weld is going to break. Should I heat the parts to make them a little
more amenable to moving back into place?
I do not have a stick welder so I need to use either the mig welder or
the oxy-act torch. I would rather use the mig welder.

any suggestions, hints, welcomed.
