Ries is absolutely correct about this. While the police are making this 
type of crime a priority other things are left blowing in the wind.

Car thefts are skyrocketing when compared to national stats.
While we have an absolute no pursuit policy in place and most of the 
time just place the perpetrators on probation. (This is after all a 
nonviolent property crime being committed mostly by juveniles.{Ignoring 
the fact that these same vehicles are being used in some part as get 
away vehicles and for drive by shootings. Also ignoring that we have had 
several deaths caused by "kids " joyriding in stolen vehicle.})

After all it is not new cars with Smart Ignitions that are being 
targeted. These are mostly older cared owned by working class folks.

Despite arrests for "possession of a firearm by a felon" being fairly 
high, actual prosecution is low.

Reason

Lack of budget/ overburdened system.
