The old guys at the auto spring shop years ago said they used to temper by dipping the spring in oil and heating till the oil flashed, several times.
These methods don't apply to Bruce's needles because of the tiny cross section of the point.

temper the springs by putting them in a shallow dish, covering the spring
with oil and lighting it. By the time the oil burns off the spring has
reached the proper temper.
