Depends on the industry.  Do you call it a kickback when you pay a
realtor?  Even when all he did was give his clients the address of the
house you're selling, he still gets his cut of the commission.

I would look at it in terms of what the service is worth.  Is paying a
10% commission to a landscaper cheaper (per resulting sale) than other
forms of advertising?  If so, then it's worth it.  Spend your
advertising dollar where it does the most good.
