Make a stout , 2 part clamp that bolts together?
Look and see what the commercial ones look like if you wanna get fancy.
I've done it with split pipe sections,
Welded on studs on all 4 corners on one side to fit
the heavy washers welded on the other 1/2 pipe.
Tightened down convincingly.

Anybody have suggestions? Finding parts will involve a 75 mi. trip to
the hot and sticky city. I could use some suggestions as a starting
point.
I could, of course, try gluing the hose on with JB Weld or Gorilla
glue but the hose should be removable facilitate clearing any blockage
in the valve on the bottom of the tank. So a successful glue job
would require excess disassembly or PITA destructive methods for
removal when maintainance is required.
