When we lived in Conn. our next door neighbor was lawyer.  He would file law 
suites for anything that upset him.  It cost him a $20 fileing fee, but the 
defendant would have to hire a lawyer to respond. I was really glad when we 
moved, you never knew when he would take offence at something and you would 
be faced with court time and expence.

He never went after me, but he remodeled his bathroom and sued several of 
the contractors.
