Yes, actually looking at the other posts, I agree it looks like a wheel bender.
However, there is quality in making as many wheels the same size as possible. You only need one jig. For each wheel<G>. This jig allows one to make three different wheel diameters with a jig the size of only the largest. Makes excellent sense, once I see it.

There are a lot of different wheel diameters: buggy wheel, wheel barrow, hack, cargo wagon, etc. Iron tired wooden wheels were the norm for centuries and I don't see any reason a wheel wright or smith wouldn't have a dedicated piece of equipment. Have a new set of wheels made for your surry and all you'd need is a plucky pony to pulley around. <grin>
