Not what we need in a hurricane then, besides, the old ones come with their own junkyard and many of the tools we'd need to do metal sculpture.

a drug smuggling sub is smaller, has no need for weapons, and is designed to go only a few meters underwater for relatively short periods- it just needs to sneak past a border- so they are much cheaper to make- they dont need to be built to stay submerged for months, or to go down hundreds of feet.
