no, if you read my link, you will see that the cheap used subs, the Russian Whiskey class, are quite noisy, and really easy for modern military and customs to find- hence, they are decidedly unpopular with drug smugglers.

Drug smugglers actually buy NEW, mini subs, which are specifically designed and built for smuggling.

a drug smuggling sub is smaller, has no need for weapons, and is designed to go only a few meters underwater for relatively short periods- it just needs to sneak past a border- so they are much cheaper to make- they dont need to be built to stay submerged for months, or to go down hundreds of feet.
