Not a perfect approach, but on the right track by all means.
Force in such matters is never the right answer.
Build what you want where you want it, but you are always on your own.
If you build stupidly and then ask to be rescued, be prepared for a
handsome bill and for the possibility that you will be turned down flat.
You are not entitled to rescue, save by explicit contract which as you
point out can be readily obtained through private transaction.
I knew there was a libertarian in you trying to chew its way out. :)
