It is intended to limit electrolytic corrosion of the connection. It will not keep the contacts from making electrical connection but will prevent water and road gunge (technical term) from creating a short circuit or causing the contacts to be eaten up by electrolytic corrosion.
Electrically conductive grease OTOH is for moving or rotating electrical connections to prevent/reduce arcing during motion.
