Years ago I made an adjustable regulator from an old low pressure 
regulator. I epoxied a piece of tubing to extend the spring chamber 
and capped it with a plug threaded for a 1/4 -20 stove bolt that is 
used to adjust the compression of the spring (and therefore the 
output pressure).
