Fairly accurate- everyone in SCA is considered a petty noble, and to
be in the SCA you don't even have to do more than pay your site fee to
attend an event. In fact, it requires hard work to develop a persona
as a peasant or a beggar- it's kinda hard to be a good beggar or
peasant if everyone refers to you as Milord or Milady ;-)
For any other title (other than cultural variations on a basic milord
or milady, and those variations require {horrors} research) you need
to earn the title, whether by prowess in martial arts (read sporting
activities) or by demonstrated skill in Arts or Sciences, or by hard
work in the behind the scenes part of SCA (cooking, cleaning up sites,
running events) and additionally be recognized by the current King and
Queen (who got their title because one of them won a special
tournament.) Only real exception is as a Court Baron or Baroness,
which is an award designed to recognize people who would otherwise
fall between the cracks, and may be given for pretty much anything, at
the discretion of the K &Q.
