we have similar programs in the USA- you can pay to get a green card, by deposting a measly half million, and then, after 5 years, apply for citizenship.

Many countries do this.
I live very close to the Canadian Border, and Vancouver is full of wealthy Chinese who bought Canadian citizenship. They buy 2 million dollar houses up there, and then their kids live in em while they go to college, and the parents go back to China to make more money...
