[TheForge] anvil question

I just got done cleaning the paint off of an anvil I picked up last
fall the markings on the side are
     Y 1889 Y
        700kg
           7
any one know where it was made?   Also I think I read somewhere that
6010 welding rod was best to repair the small chips on the edges and
the square horn, is that right?
