Jim, I read an article by Clyde Payton in the Clinker Breaker, the FABA
newsletter, about setting up a shop for "inconvenienced" people. I read
it last night but don't remember the issue. (I'll get it for you).
Basically, he mounted everything lower and on castors and has his tools
laid out for easy access.

Subject: [TheForge] how to set up for a wheelchair bound smith
Quite some time ago there was a thread on TheForge on setting up a shop
to
teach handicapped students and . There's a man in our guild who is
striving to help a wheel-chair bound friend get into blacksmithing, and
possibly do something for the Wounded Warrior project.
What have you found works? (shop layout, anvil position)
How do you protect the person and their wheel chair?
Where can we go for more information?
Jim
