So, campaign to repeal the 2nd amendment.  Until you do that, what you are 
asking for is unconstitutional.

And given that part of the basis for the 2nd amendment was being able to 
resist a tryannical government, I'd say there is a good case to be made 
that it means that pretty much any weapon that would be issued to a single 
soldier should also be able to be owned by a law-abiding citizen.

Heck, the Miller decision that upheld the 1934 NFA was based on the weapon 
in question being declared to have no military value.  Of course it was 
used by the miliary, but only the government was there to argue its case.
