It's coated with a varnish material. Try paint stripper.
We never used to worry about removing it when it was installed. It seems 
the painters could just clean it with a rag and paint right over it. But 
most of the time after installation it was covered with pipe 
insulation... never had to look at it again unless we had to tie into it.
