Welcome.

Hooboy... where to begin.  OK, if the anvil is good, given him the $200 
and run... unless you like bargaining but that would not be a bad price 
at all for a sound 75# anvil.  Check to see if it is live or dead.  Take 
a small hammer and let it fall upon the face.  If it bounces back 
nicely, at least 50% of its falling height I would say (someone keep me 
honest on that bit as I go by feel and not height), then you have a 
pretty decent deal staring you in the face.

If the anvil is dead a light hammer blow will not bounce back in a 
lively fashion.  It may also sound dead,  issuing a dull thud when you 
strike, but if perchance it is a Fisher Norris then you cannot take that 
as a bad sign as they were designed to be dull.  Lively and sonorous 
anvils like Peddinghaus produce a really cutting ring that can be tough 
on the ears.

If the anvil is a cast-iron made-in-China deal, leave it alone.  They 
are not even good as boat anchors.
