I have no problem tapping with folks tapping a spring, but I do not want 
untrained and unknowing people entering the aquifer

and exposing your neighbors to possible contamination. Most DIY plumbers 
can't cause trouble with their systems that affect many other people 
other than their immediate family.  As a master plumber and well 
installer I do not want people to undertake projects that affect the 
health and safety  others.

I am generally mostly a libertarian in that I don't care one whit what 
you do, what you believe in, what you do in the privacy of your own home 
as long as you don't do something I don't like in my house our you want 
to do it with my money.

The possibility for ground water contamination that affects OTHERS is 
very high if you don't know what you are doing. Please consult some one 
who know has the knowledge and training and know what is required both 
legally and morally.

As I said, if you can only kill yourself, have at it, but ground water 
contamination which can occur from surface contamination of poorly 
constructed wells and backflow inside your dwelling does not respect 
what you think should happen... it has more to do with geology and 
physics. The plumbing codes are there to protect your neighbors from 
your actions.
