You can use cinder block to construct the cistern.  6X6X6 with a 4 inch
floor and the blocks filled will give you plenty of water that will not
freeze easly.  You can build this for less that 400.00 buying all the
materials for a big box store. Coat the inside with dry lock or similar
basement waterproofing product and you should have a water supply for the
rest of your life  .
