Laid of or paid off.. we are talking about the east coast are we not? :)

People steal manhole covers, and yet there are scrap dealers that take 
them. If you don't need to dispose of that bridge quickly, and you cut 
it into small enough pieces, and you spread the pieces around... I can 
see this happening.

The flip side of that coin is that anyone who is of such low character 
is likely to have 'friends' that will turn them in for their own gain.
