Yes, dragging the motor down is the real "work issue." Note that many of the ac motors have a cyntrifical (spelling, I know I can't get it close enough for spell check to even give me a suggestion<G>) speed drop out that clicks out the starter winding when the motor is moving fast enough. The starter winding is only designed for intermittent use. If the motor is dragged down sufficiently for the starter to kick in often enough the motor will have a short life.
I use a lot of Harbor Freight stuff. Chinese motors have a locked rotor rating many times. So I just push into the wheel until I hear the motor slow down a bit and keep the piece at that level of work.

I don't know how one would work as I don't know how much power is needed for
the buff, etc. A buff can drag a motor right down if used with a heavy hand
say needing to get to the bottom of a longitudinal feature like a flute,
etc. Also, as I recall electric auto fans don't turn very fast but that's
just an eyeball perception from me when I wasn't interested enough to try
estimating RPM. They are more torquey compared to a heater blower motor
though. It's still an idea well worth trying if the opportunity arises.
