  Forge welding a new face on an anvil of size, seems a daunting task.
Quenching a whole anvil  was traditionally done under a waterfall
or it's equivalent.
Arc welding a new face on with the necessary 100% penetration
is very ambitious.
Not casual stuff.
The problem with spot heat treating with a rosebud, is again the perimeter
of the treatment which will not harden sufficiently.
