what about washing it with Phospho right away, would that help?
I'm not really sure what the phosphoric acid preps actually DO on clean 
metal, obviously they neutralize oxides, but do they stabilize steel 
surfaces that DON'T have oxides on them?

Sand blasters are neat! You can literally carve steel, glass or stone
with them.
The rough surface has a lot of extra surface area leaving it very
vulnerable to rust.
Different blast media produce different finishes.
Wax works..any sealant almost, will work for a while....indoors. Keep
reapplying it for maintenance.
And you can get much fancier from there
Fingerprints, oil, dust from the blasting get in the way.
