[TheForge] followup on holes in saw blade

Probably the critical question is, how stuck is it?
If it rusted in place and sheared trying to unscrew it, 
then extraction is going to be much more difficult. Same 
for screwed up threads.
If there is any stub sticking up , then i first try 
light, angled  blows  with a dull chisel or center punch 
and a hammer, along the edge, to unscrew it...after 
soaking with penetrating oil.  Failing that...
Next, i'll put an old nut over the hole and weld/fill 
from the stub to the nut with a stick welder...start 
rocking it back and forth as soon as the red color 
fades...use heavier oil as penetrating oil hot.
