Most likely the problem is that you still have mill scale on the  
material.
For a good rust finish, you need to sandblast first- its the perfect  
mix of a slightly toothy finish, clean, with no mill scale.
I find that if you sandblast, it will rust with just a bit of salt  
water- rock salt dissolved 10 to 1 or 20 to 1 in a windex bottle.
The problem with bleach or peroxide is once it starts, it doesnt stop,  
it just keeps rusting under whatever you put on top.
Salt water is easier to stop, I find.
Neutralize any of em with a baking soda/ water mix.

wire brushing or sanding will help, not as good as sandblasting, but  
workable.
Or a tumbler.

I was trying to use peroxide to put a rust finish on some iron but it
did not work, what did I do wrong?  First cleaned in PH minus then
scrubbed with scotch brite pad under clean water got rid of excess water
and spray with peroxide.  Nothing happened, peroxide to week?
