I think the ref was to the acid or vinegar in the rust inducing mix and 
baking soda and water works just fine for that.

Afterwards..you don't want to leave active acid on steel.

It's difficult to coat rust and not have it turn ugly in time.
I've enthusiastically promoted the rusty surfaces of my work for 30 some 
years. Rust is what steel wants to be and offers a rich and evolving 
surface to enjoy.
And when it rusts out, they need to buy another one. Grin.
I have watched a few of my large , complex pieces, rust away entirely.
I like to say that rust is my critic. My work, like myself has an 
expiration date.
