In my opinion,,,,,, If you are going to the trouble to do a rust
finish on a nice piece,
yes you do have to stop the rust process and stabilize it. But if you
use a polyurethane
type finish it is like putting plastic over your hard-won organic
textured finish. Uch!
I use a clear "satin" finish to coat the rust.
