Hi Karen;
Try mixing some salt and chlorine for that.
You are right...the rust keeps creeping under the sealant. As soon as it
gets access to the tiniest amount of moisture it takes right off again.
Never had a dog wanna lick my metal work, and i've had some goofy
dogs...But then your's is probably tastier..pf
