I can't speak to any kind of fusion other than welding, but you can heat 
stock by placing it near the end of an induction coil. The axis of the 
stock would be perpendicular to the axis of the coil.

It doesn't heat as quickly, but it will heat.

I have also used what I refer to as 'taco' coil. If you take a flat 
spiral coil and form it around a flat form you end up with a taco shape 
that will heat flat stock, round or any other profile stock or anything 
that fits in the 'shell'. Not as efficient as the coil configuration but 
it will melt steel... I'm biased of course.
