I don't know about all that but at the factory where it is made they
have test pieces, steel ,outside on the building, that they use to
monitor/test the lacquer. I have seen these pieces and he told me that
they were x years old etc. IMHO this guy is not a snack oil salesman, he
is a chemical engineer or whatever who is very concerned about the
quality of his product. I think the key to success with Permalac is
surface prep. If the piece is rusted AT ALL before application, you are
dooming the success of the lacquer. End of story. Permalac is not made
for only nonferrous materials. You may be thinking of Incralac,
different product, different company, which is recommended for nonferrous.
