Once there's live rust under a finish in a damp 
place..that's usually that, and it'll lift the finish in 
time...Unless you chemically convert the rust to a more 
stable form...and functionally, that's iffy.
Iron expands a whole lot as it rusts.
Think it was designed mostly for Cu alloys.
