Pretty much any time I use a blackening agent that has to be stopped (as 
in stop bath)with water the result is surface rust as it dries. I 
usually pull off a little of the oxide with 000 or maybe even 0000 steel 
wool to even out the color and then apply lacquer or other clear top 
coat.  I don't think I ever got a true black with chemicals, usually a 
deep brown or blackish green.  Very nice finishes.  True black to me 
means paint it and get it over with.
