That is because boric acid begins to melt at  340 F once it melts it  
begins to act as an oxygen barrier. It will not begin to actively  
dissolve oxides till much higher temps around 1100 F or so but it  
provides a good cover until then. Borax on the other hand does not  
melt till it reaches 1370 F so there is a lot of time for the work to  
oxidize before it glasses up and covers the work.
