Something you wrote makes me want to make sure you know the basic  
adjustment: Start with the fuel valve at the base of the torch closed all  
the way and the oxygen valve at the base open all the way, and the oxygen  
valve by the cutting lever closed all the way. (the O2 valve at the base  
of the torch is the one that feeds the cutting lever, not the one by the  
lever- that one feeds flame adjustment.)
crack the fuel valve, just enough to light with your sparker.
Open fuel valve until the flame just starts to jump off the tip, just a  
little, then back off just a tad so it's stable.
Open the O2 valve, the one by the lever (the one at the base of the torch  
is already all the way open) until the long blue center cone just  
disappears into the little blue cones, now you have the correct flame for  
cutting. Depending on how thick the metal you're cutting is, open the fuel  
more and then re-balance the flame with the O2 valve.
The torch should be MUCH louder when you pull the lever, hissing as the  
higher pressure oxygen shoots out the center orifice of the tip.
