I have been following this thread with great interest as I will soon be 
relocating to the US from South Africa. Here credit is more closely 
controlled. And many of the things that have been suggested are in 
place. The bank, CC company etc have to verify that it is you in person. 
This is enacted in law. PITA when you are told they will place all your 
accounts on hold because they need to verify that you are a real person 
living at the address that you say you are. But it does help against 
fraud. The verification happens annually or when you open a new account. 
I think I like it the way it is here in South Africa.
