 From some mail I got back from the source of the question, it doesn't 
sound like they are stuck in the 1800's.
Where the original hammer would go they have a machine shop they can use.
It sounds like 1940's central Illinois as far as resources.

The hammers that they would make would probably be traveling back into 
1910 Kansas or thereabouts only with some electricity available.
