this depends on the age of the cylinder/tank. many of the older
cylinders and tanks were painted with lead-based paint. this is bad
stuff to be around. there are kits on the market that you can use to
determine it the cylinder/tank is painted with lead-based paint.

the newer tanks are powder coated with environmentally safe coatings.

the outer skin of the forge does not get hot enough to burn off the
paint. this is somewhat dependent on how the forge is insulate but in
general the outter skin does not get hot enough to burn off paint.
