You are correct to a point. Current ELC. Code Require an outlet every 18” in
the kitchen. This puts an outlet behind the sink. In my book this is not a
good place. There is no exception made.

98% of the building code items I deal with every day are there for very good
reasons. The trouble is that most people don't know why the code item is
there so they believe it's just big government.
We call that ignorance....when the person doesn't know why.
I call it stupid when someone ignores the code because they don't understand
or even ask why. The problem is one person's stupidity often leads to
someone else getting hurt or worse.
And even though we often say I'm the only one that can be hurt ... that is
just being irresponsible. With buildings, we always have other occupants
and most of us don't tear down what we build before we die.
