I am thinking something along the lines of a chastity belt or a tire boot.

Simple padlock to close it when not in use.

Mostly though I wonder about such precautions.
I grew up in and around my sheet metal shop. There were endless 
opportunities to maim myself. They were pointed out, including really 
scary stories about the stomp shear. In almost sixty years I have never 
seen anyone hurt on these things because everyone was fully aware of the 
potential.

Covering them up and making them "safe"  can ultimately make them more 
dangerous because there can be a lack of awareness.

Being conscious of a threat is ten times better than having the threat 
safeguarded and invisible.

I am certain my Grandfather, Dad, and cousins all kept an eye on me 
while I was turning out ash trays and metal bits at 5 years old. I had a 
lot of fun turning cranks and pounding on things.
