That sounds like the same principle as (rolled) knurling to improve
the fit of a piston or any part where the surface finish isn't
critical.  The knurling wheel presses shallow dipples into the surface
of the workpiece.  The metal that occupied those dipples has to go
somewhere and it goes up, thereby increasing the height of the surface
a small amount.  Or, typically, increasing the diameter of the piece,
since this is usually done on round things.

I don't recall hearing about hand-punching a surface to the same end.
