Industrial espionage is as large a business as military.  Same effect.
Saps the strength of a country.

As we send more business overseas, look around yourself.  We are now a
country of design and intellectuals (cough cough).  IE we develop new
things and sell them.  We still have what people want, just we are not
the mass producers.  And our product may be easier stolen and sold at a
profit.

My father had a costume jewelry company years ago. They'd come out with 
a new line 2 times a year. Within a month several other American 
companies would knock off the most popular pieces and put out cheap, 
cheezy imitations.
They spent huge amounts on copyright suits and won...but lost $ and 
business. It was one of the main factors that drove them out of business
