I have never heard of such a thing. How long is it? Could you take a picture showing the divisions? I will circulate it among the various people here who tend to know bizarre things.
Given the associations of the number 13, it is even more supervising. The Royal Cubit in Egypt had 7 palms divided into 4 digits, but that was because they used 22/7 as the value of pi and the 7 palms was to ease layout work. Perhaps it is a ruler used by the Illumanati or Druids or a particularly metrology oriented satanist cult.
This might be fun.
