I have used rubbing compound, sold for cars with good effect as a hand operationg, it cuts fast and takes off the tarnish. It is mildly abrasive. you can buff with rouge as already mentioned which will cut through everything. Also i have used something called white diamond buffing compound used for silver also on a driven buffing wheel on a grinder.
