Cleaning brass you need to remove the oxidized layer at the surface. Since
you have a large object A buffing wheel with red rouge on it will work to
polish the brass. If the tarnish is deeper you might need to start with 600
grit and work up to triple OOO steel wool and then your buffing wheel.
