[TheForge] Scrape steel question?

I have access to some 9/16" round, chrome-nickel hardened steel, which
came from U-shaped bicycle locks, Master lock brand, I know that this
stuff is very hard to cut. My question is, would this stuff make decent
tools, and if so any special hardening or treating rules?
